Happened to notice this while trying to debug some syslog stuff:

In the v1.11.0 changelog, we see this line:

parser_syslog: Support any time_format for RFC3164 string parser https://github.com/fluent/fluentd/pull/2988

However, if we actually open #2988, the title seems unrelated: Use EventTime.now instead of Engine.now

Instead, I believe this is the correct pull request: #2886 (or possibly #3014)
