Currently, we demote it to a method-0 send. However:

It turns out we completely misunderstood the 2300 limit and what it implied. It doesn't prevent re-entrency.
Running code on transfer is expected and kind of important.
We're going to be disabling method-0 on EVM actors (see Provide an option to disable method-0 (value only sends) #835).
