This issue proposes a beta period where a single notary instantiates and refines the process. The Filecoin Foundation is nominated to act as the first notary to help shape the guidelines for “reasonable” operation that future Notaries may follow as an example.
Purpose:
This beta test period help inform a number of important factors for operationalizing this mechanism, to name a few:
The types of applications that will be received by Notaries can be observed in practice, and initial standards for how a Notary should respond / allocate DataCap can be created. While Notaries are given discretion in how they make allocation decisions, the intent here is to provide a frame of reference for “reasonable” due diligence.
Understand the level of effort and due diligence required for a Notary to be effective.
Test Notary tooling and workflow to ensure that the process for Clients and Notaries are straightforward and operate as intended.
As an added benefit, this would allow us to more quickly enable Clients to get notarized while in parallel finalizing other components of this process (e.g. recruiting more Root Key Holders, improving the audit / dispute framework, etc.).
Scope:
The Filecoin Foundation will supply an initial application (as other Notaries would) - describing how they intend to accept and process various types of Client applications. This application will be scored prior to the next community governance call and the scoring finalized during the call. The time frame of this beta period will be to run through the exhaustion of the DataCap, or until the community decides the beta period is no longer required.
At the end of this beta period, the Filecoin Foundation will no longer make allocations unless they re-apply and are approved again through the community governance framework.
