This reverts commit ef1103d.
This reverts commit 6733870.
We only need the compiler built for `yarn test` in the root directory. Rather than always cache both for every step, let's just do it where it's needed explicitly.
Bust all old caches since I reverted some other changes to the keys.
Alternative of #32604. Also busts all caches
