Steps To Reproduce

  1. clone https://github.com/ZvonimirStipanovic/iOSLandscapeBug
  2. do yarn and pod install
  3. run it on any iPad
  4. click on any row, it will open browser (google.com)
  5. click icon in top left corner to go back to app
  6. it will go to landscape but simulator will stay in portrait

Describe what you expected to happen:
I would expect to stay in portrait

Summary:
On the Windows platform, with hermes-engine enabled, the assembly crashes with an error:

The problem lies in calling hermes command without the leading arguments `"cmd", "/c"` ([react.gradle, line: 152](https://github.com/facebook/react-native/blob/e028ac7af2d5b48860f01055f3bbacf91f6b6956/react.gradle#L152) )

Test Plan:
Under Windows, enable hermes-engine in _build.gradle_ and run the `gradlew assembleRelease` or `gradlew bundleRelease` command
