shouldn't react-scripts be a devDependency? #4617

is there any reason why create-react-app includes react-scripts as a dependency and not as a devDependency? As far as I can see nobody will want to use react-scripts in prod environment.

This is done intentionally, we have numerous issues if you'd like to go find reasoning -- here's the first one I found: #2696.
