Expose method to create client from existing Kubeconfig #1028

It looks like the code can only handle a KUBECONFIG when it's pointed to by an environment variable or is at the default location.

The client should permit constructing a client from an existing kubeconfig, either on disk or in memory.

It appears this would be a minor refactoring.
