Support the EPM specification

Thanks @pipermerriam. We are underway restructuring how files are handled internally, after that it is complete it will be much easier to have a directory structure and projects.

Initial work has started on implementing a python library for this: https://github.com/pipermerriam/ethereum-erc190

It's in the very early stages but worth taking a gander at since there will likely need to be a javascript equivalent built.
