Create "Ethereum foundation" page

There's significant search volume for "ethereum foundation" & related terms (~10K/month) but currently we don't provide any resources on the site that explains what the EF is.

While ethereum.org mostly ranks 1st for "ethereum foundation" for Google searches, it's the homepage that ranks, which doesn't mention the EF anywhere & may just cause confusion / give the impression that ethereum.org IS the site of the EF. The 2nd search result also gets more featured because it's a more targeted page:

But that site is outdated & doesn't provide much useful information.

Describe the solution you'd like

Related to #919 (Devcon could be a section of this page), this proposes adding a new page to the site (e.g. ethereum.org/ethereum-foundation) that explains what the EF is, the role it plays & the distinction between ethereum.org & the EF.

This page could also explain & provide resources about the ESP grant program & Devcon, among other EF initiatives (e.g. projects, R&D efforts).

Describe alternatives you've considered
