This PR does the following:

  • Add --reinstall-package=eth2spec to make pyspec.
    • This fixes a problem due to a recent change. Noticed when making these changes.
  • Add test/fulu/fork_choice/test_on_block.py as a reminder to add data availability tests.
  • Add new random_block_fulu and randomize_state_fulu helper functions.
  • Add fulu specific random (block, state) tests.
  • Enable test generators for fulu.
