The EVMC supports "Precompiles" modules (ethereum/evmc#259).

This would create an aleth-precompiles library with solid API boundary. Other clients will be able to use it (although I'm not confident that libsnark is worth exporting) and we will have a prototype of EVMC precompiles module.

The unknown territory is how will this affect chain config files.
