Set up CI for multi-arch such as s390x

Originally when CNCF adopted etcd, we were going to adopt the old Jenkins for supporting s390x. However, as we moved away from JenkinsCI and embraced TravisCI and SemaphoreCI, we need to figure out a way on how add support for newer architectures in the cloud.
