Add Opt-In for components to be loaded even in safe mode

Describe the problem you have/What new integration you would like
Currently if the device boots in safe mode all components except those for recovery are disabled. This largely makes sense, since getting it into a stable state is the goal of safe mode. However it would be convenient to have a way to opt certain components into being loaded as well. This would mostly be useful for making users/admins aware of device failures.

Please describe your use case for this integration and alternatives you've tried:

• Enabling a Red LED that blinks/is on if safe mode is active, to indicate that the device is not functioning.
• Using http to send a request to a server indicating a failure, so that you can be alerted of failures
