Organized SDE/IEC to be listed along ESI and other resources, and some minor cleanup (#133)

- Moves SDE info from the generic Resources page to the previously empty SDE page
- Moved IEC info from the generic Resources page to it's own page under the Services section
- Renamed Services section to Services and Resources, since the SDE (and now IEC) is more of a resource than a service
- Resources page now only contains the license info, so renamed to it License
