Identify uploaded DBs from user ID

The user for an uploaded DB is currently determined with the cidrs key associated with their username. This isn't great because it a) requires knowing the user's IP, which we only care about if we're doing IP whitelisting, and b) requires the IP to be defined in two places in the config if you are doing IP whitelisting. A better way would be to grab the GOG ID out of the DB, obviating the need to know the user's IP.
