• Add the detailed standards to the tooltip hover for example (1.2a. Capitalize Dates and Names of People)
• Change the font sizes for the text in the tooltip (see zeplin)
• Add shadow to the tooltip
• There are spots in the row that are not causing the tooltip to appear. Ask Amr to show you.
  @amr-thameen this seems to be an issue with React 15 -- it should be solved when we upgrade to React 16. In React 16, onMouseEnter is triggered an extra time when entering a new child facebook/react#10906
