It seems no matter the compatibility and permission settings, the game either doesn't launch or crashes a few seconds into gameplay. Any solutions?

just for the record: it works fine on windows 10 for me, the only weirdness is the window border, regardless of fullscreen/windowed setting

Works fine on Windows 10 for me also, just the windows border issue regardless of window setting as already mentioned.

I've made a small change and fixed full screen borders for myself.

Changing window style is not a proper fix to get the game fullscreen on Windows 10. The problem is hardcoded setting in system d3d8.dll that activates so called maximized windowed mode, which causes the game to lose exclusive access to the screen and so games lose the ability to set gamma, makes them crash when attempting to use anti-aliasing and it leaves desktop compositing active, degrading performance.
