Why does Frame size increase in this case? What am I doing wrong? How do I limit frame size?

I have a code that wants to turn TextEdit into a Label when the TextEdit loses focus. I want label, textedit and the containing Frame to have a fixed size. But the moment I type long text, the frame seem to expand.
