i would like to know if i can have a group in luck perms like PVP and PVE where i can toggle the pvp from there and manage it from luckperms

No
In this mod you can toggle PVP mode only with command

But, you can create luckperms group with togglepvp.base permission which allows members of that group toggle PVP mode for themselfs
