(Splitting this off from #19279 , which covered several independent UI bugs found while reviewing matrix-org/matrix-react-sdk#6811)

During the new device verification flow, we keep changing the size of the verification modal, and we pop up various other dialogs for things like secret storage access and authentication. If possible, integrate all of these dialogs into the verification modal, and try to keep the modal's size consistent over the course of the UI flow.
