Steps to reproduce

  1. Create a fresh account
  2. Clear cookies & log in again, or log in from a different browser/session
  3. After logging in, the verify dialog just has 'Use another login' because the passphrase option is missing (you never set one) and you may not even have another login

What happened?

This dialog also has a spinner on it which is inappropriate because we've trained everyone that spinner === app is busy, please wait, but we mean, "app is waiting for you to do something" so most people just click 'Use another login' and get confused by the fact that it sits there & does nothing (even if they do have another login).

What did you expect?

We probably need to admit to the user that their cross-signing is in a broken state and needs to be reset, and just offer them a reset button. Otherwise, do the automatic part of encryption set up at a different point so you can't get stuck in this mode.
