Read receipts in low activity rooms can feel super awkward

Describe the solution you'd like.

An option to disable read receipts globally for a client, and for individual rooms

Describe alternatives you've considered.

Different clients, averting my gaze, or closing the client entirely.

This seems to depend on MSC2285 which is still a WIP not merged in the actual spec (although Synapse 1.40.0rc1 supports it)

@kittykat or @SimonBrandner
I just found #3247 asking for more or less the same but it isn't linked or tagged, so I suggest it might be closed as a duplicate even though it's the older issue :)

To anyone looking at this, I am very much happy to help implement this though I lack the time and the iOS skills to do it myself
