Remove the old style Markdown templates and replace with new style yaml templates. New templates match those used in element-web. Note that issue labels will been to be renamed to match element-web before this PR can be merged. Signed-off-by: Ekaterina Gerasimova <[email protected]>

One remark about homeserver version.
Also as discussed (nearly) IRL:
- I cannot test the template but if there is an issue we will see it fast and fix it in another PR
- You will create another PR for the 2 others existing issue templates.
- You will do the 2 next steps in a row: rename the related labels (and their color if necessary) and merge this PR

We do not ask for the homeserver type and version anymore? In some circumstance it can be useful. Synapse is not the only implementation of a Matrix server.

Is there a way for the user to find out homeserver version? (we didn't ask for it before)
