[Ingest Manager] Find recommended agent count and settings for fleet thottling on 4gb and 1gb Kibana instances #72615

We need to determine the number of agents we can support and the config that goes along with it for 4gb and 1gb Kibana instances. We need to document the limit. This issue to to make sure that the settings we come up with are automatically set correctly in cloud.

We also need to provide a recommended Elasticsearch cluster size for each of these.

thanks @ph. For 7.9 we've documented the Kibana limits here: https://www.elastic.co/guide/en/ingest-management/7.9/ingest-management-limitations.html. We still need to document the Elasticsearch sizes for this so I'll keep the issue open for now.
