Migrate Security test plugins to KP

There are several test plugins owned by the Security team that should migrate to KP to simplify LP cutover.

It looks like @restrry already migrated the plugins for /x-pack/test/ui_capabilities/common/fixtures in #65611.

I added a commit (8a058b6, mentioned above) to migrate the plugins for /x-pack/test/saved_object_api_integration/common/fixtures and /x-pack/test/spaces_api_integration/common/fixtures. However, that commit is in a PR for a feature branch. This will be merged into master with #62553 and then backported to 7.9.

@jportner It seems that your PR is not going to be merged soon. Is it? Does it make sense to merge test plugin migration separately to unblock #65461 ?

I spoke to @azasypkin and he indicated it's OK to wait. I'm happy to split that out into a separate PR if circumstances have changed.

I might have confused you all, sorry about that. I meant that it's OK to wait since #65472 (original work that was blocked) is targeting only 7.9. @restrry did I miss the fact that this is just an intermediate dependency for something else that will eventually unblock #65472 and cannot wait?
