[Fleet] Installation of the integration package with TSDB enabled should trigger index rollover

Describe the bug:
After installing the integration package with TSDB enabled by default:
including next configuration on the data_stream level:

elasticsearch:
  index_mode: "time_series"

Automatic rollover of the index does no happen

Steps to reproduce:

1. Upgrade k8s package: 1.39.0 - > 1.40.0-beta (1.40.0-beta - enables TSDB)
2. check the Index Management > Include hidden Indices > filte for example by apiserver - only 1 index is available with 000001 in the end.

Expected behavior:
After installing the integration package with TSDB enabled - rollover should happen automatically.
