Enable server to publish metrics via micrometer

Problem Description:

kotlin-wot currently lacks the capability to publish runtime metrics, limiting our ability to monitor performance.
Integrating Micrometer will allow us to instrument the server and export metrics to various monitoring systems.

Check if ktor already provides this out-of-the-box
