[vscode] support proposed API scmInputBoxValueProvider introduced with vscode 1.85 #13233

This new proposed API has been introduced in vscode 1.85 and is used by the git builtin extension, with 2 new interfaces and an extension of the scm namespace.

This proposed API will be removed in the next release 1.86 of VS Code - the December 2023 release. This is replaced by a new extension menu:

  • VS Code PR 199147
  • VS Code PR 199778
    So to avoid stubbing and removal of stubbing in the next release, this contribution will be ignored.
