Concurrent Scavenge support on X86

#3054 and #3338 have brought Concurrent Scavenge support on Linux X86-64 specs, this Issue is to expand the support to Windows X86-64 specs, namely win_x86-64.spec and win_x86-64_cmprssptrs.spec.

List of works:

• Remove hard-coded machine base pointer address from JIT; Properly find machine base pointer from C stack on X86 #4101
• Correct stack shape when calling into concurrent scavenge related helpers; Fix stack shape calling out from JIT helpers on X86 #4106
• Fix C interpreter stack frame on X86-64 Windows; Properly setup C stack shape on X86-64 Windows #4107
• Turn on Concurrent Scavenge in the Windows X86-64 and Windows X86-64 CompressedRefs build spec. Enable Concurrent Scavenge on Windows X86-64 #4109

Note that #4101, #4106, and #4107 are not related to concurrent scavenge; they are existing issues exposed under concurrent scavenge mode.
