If someone transfers a very low amount, it might result in a calculation of zero fees for eibc in the ack/timeout cases.

We should decide what to do in this case

Some options

Do not create the eibc order - tokens will be stuck until finality
Have a nominal mandatory minimum fee (will never get fullfilled?)
