As pointed out by Greg in the thread https://groups.google.com/forum/#!topic/rundeck-discuss/WDGH9U-jONI

The "rdeck.home" and RDECK_HOME is basically legacy cruft, and should be removed.

Probably do some code cleanup and add a few warnings?
