Menu 设置TenantAllowed为true，但是Tenant下看不到Menu
发现FunctionPrivileges下的TenantCode都是null

Edit Tennat 下 的 AdminRole Code 后才可以看到Menu。
目前暂时的办法：每次新增加menu都需要edit一次。
建议： 是否可以直接在Menu中设置Tenant ？
