I would be great to add the symbol storage generator.

I guess I don't understand what you mean exactly by "symbol storage generator"?

We need a lot more detail on the scenario you are trying to solve.

I have a set of files (the directory structure is absent - no hashes in index) from which I need to create the symbol storage: single-tier or two-tier with file compression or without.

The symstore repo was meant for indexing and downloading of symbol artifacts not necessary to implement a symbol store. I'm still not sure what exactly you want. You can use these libraries to create the indexes for a symbol server/store but the format it up to you.
