[LSP] Use frozen partial semantics for document pull diagnostics

Frozen partial will allow us to get mostly correct diagnostics for the current document really quickly, while relying on polling for eventual 100% correctness.

Workspace diagnostics are not required to be updated as quickly and so can continue to use non-frozen documents.
