CollectionView macOS UITests are timing out currently because they are taking slightly longer than 2 hours. We need to split these tests up or look at speeding up CollectionView tests. But for now let's increase the timeout to unblock builds

This PR increases the timeout for UI tests from 2 hours to 3 hours to address CollectionView macOS UITests that are currently timing out. This is a temporary fix to unblock builds while longer-term solutions like test splitting or performance improvements are considered.
