Out of curiousity, is the dotnet.github.io web site controlled by Microsoft or by the .NET Foundation?

There's nothing special about dotnet in that domain name at all. GitHub offers <username>.github.io domains to all its users. So if the .NET Foundation controls the github.com/dotnet account, then they also control all content on github.io for that same account.
For instance, my own personal github account has a github.io presence where I push docs as well: https://aarnott.github.io/Nerdbank.MessagePack/

It's segregated by repo, so to my knowledge there the docs space that this repo uses on github.io is not controlled by the .NET Foundation any more than that foundation controls what's in this repo.
