[Proposal] Add View.Choose or View.Filter

View.Choose would have a signature like this:

    chooser: 'a -> 'b option
    view: View<'a>
    -> View<'b>

The concept is the same as Seq.choose. I haven't been able to implement this successfully on my own, but I've seen the need for it in complicated scenarios. (Though maybe I'm not writing idiomatic reactive code)
