Well, in the unix tradition, you'd use put the root config in /etc or /var
and in really traditional unix you don't have sudo, but nowadays that is regarded as a holstering a loaded firearm without the safety off.
I'm gonna let this idea simmer a while, I'm very reluctant to change rc
If the user is running the app as sudo,
detect the sudo user, and use that users HOME directory instead of root.
This would be a breaking change, but I feel this is a sensible thing to do.
