Win 11: Desktop 4.23.2won't launch again after one run/shut-down cycle #14340

Description

After running once and shutting down, double-clicking the shortcut icon does nothing.

Reproduce

  1. Run desktop
  2. Shut it down
  3. Try to launch it again

Expected behavior

Should be able to launch from shortcut icon any time it isn't already running.

Additional Info

It will launch again if I end all Docker Desktop and Docker Desktop Backend processes in Task Manager.
When running it works fine. I've been able to create images and run them in containers.

A tiny add to this info: the cli commands (ie like docker compose up, or docker volume ls, etc) continue to run unaffected, so this appears isolated to the Windows GUI app.

I just did it a second time (start DD, quit, kill the processes, start DD, quit, kill the processes, start DD) and it came up, but said "Starting Docker Engine" forever (I timed out after 2 minutes). There were no Docker processes running in the process manager.

I had to reboot to get Docker back.

More info...

Just discovered the "about"... I'm on Docker Desktop 4.34.2 (167172) in Windows 11 Pro.

If I exit from Docker Desktop with Alt-F4 or the window X on the top right, it won't restart until I manually kill all the processes with "Docker" in the name, or reboot the machine.

However, if I click the "Quit Docker Desktop" button at the bottom left, it shuts down Docker Engine cleanly, and clicking the Docker Desktop icon on the desktop (or finding it in the Start Menu) brings up the gui just fine. It fires up Docker Engine nicely, and Bob's your uncle.
