Implement user-configurable keyboard shortcuts

Problem Description

At the moment, there are only a handful of actions that are tied to hardcoded shortcut keys. Whilst these hardcoded actions are often enough for most people, it would be nice for the shortcut keys to be user-configurable and open up additional actions for keybinding (e.g., changing Edit Member from Alt+Enter to anything the user wants, or allowing other actions with no keybinds to be added such as Edit IL Instructions).

Proposal

Implement a list of configurable options in the Options menu.
