每个ID，可以进行限速，但这个限速是无区别的，希望可以将这个限制进行一个扩展
1、直接限速
2、当每日达到多少GB流量时限速为XX MB/S（次日恢复满速）
3、当在几点到几点时限速为XX MB/S，离开这个时间自动恢复满速
