Add HackerEarth judge to hightail

I am an engineer @HackerEarth We would love to add support for our judge.

Do you need anything from us for example, api calls to make the integration easier?

Ok, that's great. Of course, you will need to implement the support. Just send me a pull request when you implement the parsers. You can look to see how the other ones are written. If you need any help, let me know.

I guess that's up to you to figure out what you will need. :) (But all other parsers work by HTTP and parsing HTML only.)
