Add a System::performDiagnostics method #1

It should work like Admin\Controllers\System::rebuildMenu() in that it

  1. performs f3-admin diagnostics and then
  2. triggers a plugin event that each app's listener should observe

Things that would be appropriate for this event:

  1. ensuring mongodb indexes
  2. checking for missing required/recommended settings within each app
  3. checking for updates to the apps
