Describe the Bug

distutils is deprecated in Python 3.10 or higher and will be removed for Python 3.12.

Steps to Reproduce

install Python 3.10 or higher and use the version
run ./tools/pylint.sh
see the warning Deprecated module 'distutils.util' (deprecated-module)

Expected Behavior

There should be no such warning.
Probably use the setuptools package?

Actual Behavior

distutils is deprecated.
