On the 3.0 branch, we updated the runtime upgrade tests to a new framework
On 2.x, we copied over the new version and converted it to IDE-Ledger tests.
So currently:

  • 3.0 has the nice runtime canton upgrade tests, and no ide-ledger upgrade tests
  • 2.x has the old runtime canton upgrade tests, and ide-ledger upgrade tests using the new library

We should combine these 2 suites into one and make them the same across both branches
