Store daml.yaml information in dar so multi-ide unpacking doesn't need to make assumptions #19190

Currently multi-ide dar unpacking deduces direct dependencies from dalfs, assumes no module prefixes, and assumes no build options.
This will need fixing with some additional information in one of the config files of a dar.

Module prefixes are especially important, as we expect people to use this for upgrades testing.
