Restore the original strict fitness_table/0.9 assertion in autoCombo.test.ts — the models_dev_tier fallback broadening was unrelated to this PR's antigravity quota-lockout fix. Co-authored-by: diegosouzapw <diegosouza.pw@gmail.com>

This PR resolves three critical issues in Antigravity's 429 and rate-limiting / model-lockout behavior, cleaned of all local configuration/sync scripts:
INSUFFICIENT_G1_CREDITS_BALANCEin body details causes a soft retry loop. We parsedetails[].reasonfrom body inopen-sse/executors/antigravity.tsand add keyword mapping insrc/shared/utils/classify429.tsandopen-sse/services/antigravity429Engine.ts.quotaResetHintMsfrom quota error texts parsed duringcheckFallbackErroreven if connection-level retry hints are disabled. We wirequotaResetHintMsintoexactCooldownMsinmarkAccountUnavailable(insrc/sse/services/auth.ts) so model lockout locks only for the actual quota reset duration (e.g. 5 hours) instead of defaulting to tomorrow midnight (up to 24h).tests/unit/antigravity-429-quota-tdd.test.tsasserting all three issues are resolved without regressions. All tests passing.
