Acceptance Criteria 01: Managing Skills

As a user,
I want to edit the "Skills" section,
so that I can add, remove, or update my technical abilities.

Given: The user is on the Overview page,
When: They click "Edit" in the Skills section,
Then: They should be able to add new skill tags or remove existing ones.
