全局参数常量需要进一步规范 #82

目前常量配置文件有点分散，应该统一到一处，并将前端使用的常量尽量减少，比如：fee 能否作为系统常量，前端在没有旷工竞争的情况不需要用户去选择。

当然，还有一些常量没有抽取出来，写死在代理里了，需要提取并重构
