Clean Up hatch implementation

Problem

We have chosen hatch as the build tool, now we need to reflect those changes in our setup.

AC

• no failing quality checks
• no more MAKEFILE
• no more tox
• pre-commit hooks work
• update pyproject.toml
• update CONTRIBUTING.md to reflect tooling changes

Testing

Code quality checks are all passing. No new tests need to be written.
